Jimmy Carter Youtube clip: Does Bush torture? "I don't think it, I know it"

I think Carter is almost certainly right on this one but I do disagree with a statement he made later in the interview in which he said charges probably shouldn't be brought. Was he just being politically correct or is that how he really felt? I'm not sure what the answer is but how is American ever going to get any respect back from the international community if the citizens in effect harbor criminals who committed torture?
